Mobile Money Advisor, MENA @ GSMA
With more than 24 years of experience in information and communication technologies, Amr Hashem is currently supporting GSMA’s efforts in promoting Mobile Money in Middle East and North Africa as part of Regulatory Department of Mobile Money team.
Amr Hashem has been working with regional institutions, national regulators and telecom operators on issues related to: strategic development of telecom sector; Mobile Money deployment; ICT sector restructuring & privatization; broadband & NGN policy; MVNO licensing; NGN interconnection; innovation & entrepreneurship; competition policy and international trade agreements.
During his work with Egyptian Ministry of Communications, Hashem lead the teams that developed Egypt’s “Telecommunications Master Plan 2000-2004” and “Egypt’s ICT strategy 2007-2010.” He also drafted the frameworks for: deployment of NGN in satellite communities; deregulation of value added services; licensing of information infrastructure providers; Free-Internet services; launch of 3rd mobile operator; licensing of postal service providers and several Public Private Partnerships for development of export-oriented services over the period 2001-2007. Amr Hashem was a member of the team managing USD 1 billion IPO of state-owned Telecom Egypt in 2005.
Amr Hashem served as a non-executive member of board of directors of Telecom Egypt and member of the board’s Technical and Investment committees, 2004-2007. Hashem headed the team that undertook the negotiations with World Trade Organization for accession of Egypt to: Basic Telecom Agreement; Information Technology Agreement; Courier Services and Computer Related Services. He served as a member of the Egyptian National Committee for Trade in Services 2002-2007 as well as a member of National Committee for Transport and Trade Facilitation 2004-2006. Amr Hashem served as a member of Technical committee of the Egyptian Radio and Television Union 2007-2010. Amr served as non-executive member of board of directors of the Aviation IT company over the period 2006-2008 and is a Certified Director by the Egyptian Capital Market Authority since May 2008.
Amr Hashem is a Ph.D. candidate at Management of Technology Department of Nile University and holder of Masters of Business Administration degree in Strategy and Economic Policy from the Maastricht School of Management in 1998. He is a graduate of Faculty of Engineering of Alexandria University in 1994 with Bachelor of Science degree in Communications and Electro-physics with Honors.
His research interests include strategic management of ICT; innovation and entrepreneurship and new trends in ICT policy and regulatory frameworks.
